The Aggregated Salmon Seine (SN) dataset has been assembled from source data provided by Fisheries and Oceans Canada, Pacific Biological Station. The dataset is comprised of an aggregate of five species (Chinook, chum, coho, pink, and sockeye) and specifically targets the 2001-2007 fishing seasons. Data has been binned by salmon catch estimate areas (SCEAs).
This is one of thee shapefiles intended to represent the spatial distribution of commercial salmon fishing by different gear types. The salmon catch estimate areas (SCEA) have been created as a means of rolling up the catch and effort values from the many annual openings for commercial salmon fishing. DFO first started to use SCEAs to categorize salmon catch in 2001. Because different fleets fish at different times for different species, the SCEAs have been digitized to represent where all openings took place for the given geographic unit in a given year. When a certain geographic feature is consistently not opened for any gear type (e.g., ribbon boundary around a creek mouth, protected area etc.) that feature has been removed from the SCEA, hence SCEAs may change over time. When a SCEA changes, a new SCEA name is assigned.
Purpose:
The purpose of the data is to display complete, up-to-date information on commercial salmon (Chinook, chum, coho, pink and sockeye) fishing by seine activities between 2001 and 2007 along the coast of British Columbia for the BCMCA Atlas and Marxan analyses. This dataset developed with the financial assistance of the British Columbia Marine Conservation Analysis (BCMCA).
The British Columbia Marine Conservation Analysis (BCMCA) is a collaborative project assembling and analyzing spatial information about Canada's Pacific Ocean. The overall goal of the BCMCA is to identify marine areas of high conservation value and marine areas important to human use. Results of the project are intended to inform and help advance marine planning initiatives in BC by providing collaborative, peer-reviewed scientific analyses based on the best ecological and human use spatial data at scales relevant to a BC coast-wide analysis.

Source data was provided in separate shape files for each year (2001-2007), gear type (gillnet, troll, and seine) and species (Chinook, chum, coho, pink, and sockeye). Each source file had information on total effort (boat days), salmon catch by species and salmon released by species for each SCEA. Data was aggregated based on the "SCEA Area_Name" field to calculate a cumulative catch for each species. The "Year" field details which years the SCEA had recorded catch (data were not normalized by the number of years represented by the polygon and SCEAs may overlap from year to year). Recommendations for the division of data came from the Commercial Fisheries Workshop held by the BCMCA in March 2010. Although the time period covered by this dataset is 7 years, the number of years each salmon catch estimate area (SCEA) had an active fishery varies from 1 to 6.

For the source SCEA data, about 95% of the lines have been checked and corrected for source attribute accuracy. A similar 95% check has been completed for the polygon attributes.
Logical_Consistency_Report:
SCEAs were first used in 2001 to represent areas that can be open for commercial salmon fishing, recognizing that salmon openings are not static and can vary over time. SCEAs have been revised over time to exclude areas consistently not opened for any gear type and some overlap between SCEAs occur. There are many SCEAs used in 2001 which were modified (shrunk) in subsequent years. Refinements to data collection methods subsequent to 2001 have resulted in DFO recommending that 2001 data not be used.
These data imply an even distribution of catch across any SCEA, however that is typically not the case in reality.

To protect confidentiality some data catch and effort values have been removed. The count of commercial fishing vessels for each spatial unit within which data are provided had to be greater than 2 for the information to be made public. This screen was set by DFO staff for each year before data were binned across years. Notations in the comment field of the attribute table for the individual source shape file of that fishing type and year will reflect if data had to be removed. This information has not been transferred to the aggregated file. The number of years that each SCEA had an active fishery that met privacy standards varies from 1 to 6.

Commercial salmon fishery catch and efforts values are collected from all commercial salmon opening for all gear types and fleets. The spatial resolution for each opening varies, as does the consistency in reporting. At a minimum, all openings (and their resulting catch and effort values) are rolled up to non-standardized polygons loosely based on aggregates of PFMA sub-areas. These aggregate areas are termed salmon catch estimation areas (SCEA).
Creation of the SCEAs involved creating a digitized GIS layer from a MS Excel table (provided by DFO) that described the geographic boundaries of each SCEA. In most instances the aggregates layers corresponded exactly with PFMA-sub-areas. However in a few instances a more precise description of individual SCEA was required, which necessitated contacting individual fishery managers to more accurately describe where fishery openings take place in their area of responsibility.
Steps: 1. Review the excel spreadsheet and establish land locations in descriptions. 2. Sort queries into the management areas and contact manager by phone and email to define the boundaries more precisely. 3. Using the Statistical Area Version 3 of the BC watershed atlas coastline in ArcGIS 9.2, a new shapefile for the subareas covering the SCEA were developed. 4. Create a new line file to split the polygons as needed for the SCEA. Images of the lines and the stat areas were created and sent to the area managers as needed to confirm the positions. (Cases of ‘mid-channel’ and ‘portions of” were clarified). 5. When the SCEA was confirmed the subareas were merged to create the SCEA polygon with the unique FA_ID from the spreadsheet as the identifier. 6. Append the attribute table in the shapefile with the management area and fishery area descriptions. (It appears that the numeric identifier is not the usual reference for the fishery managers so this step should make the file more accessible for the DFO staff). 7. Metadata was prepared for the shapefile. 8. The process for shapefile creation was repeated for latest CHS coastline version of the PFMA GIS dataset. The shapefiles were compared to confirm they contain the same polygons and labels.
