Abstract:
This data set represents the spatial distribution of the commercial halibut fishery within the International Pacific Halibut Commission's statistical areas for British Columbia and was provided by the IPHC. The statistical areas were digitized by the IPHC and most vertices coincide with the historical IPHC areas. For accurate digitization, additional vertices were inserted by referring to NOAA (National Oceanic and Atmospheric Administration) and CHS (Canadian Hydrographic Survey) Mercator projected charts.
The BCMCA used the statistical areas to join the aggregated catch information from 1991-2006, also provided by the International Pacific Halibut Commission. Catch data is assigned to statistical areas using (in order of priority); commercial logbook data (collected by the IPHC), validation logs/fish tickets, or the landing port. Statistical areas are the highest level of resolution at which information is released to the public.
For each statistical area, information is included for the years 1991 - 2006 on the sum of the landed weights and the average catch per unit effort (CPUE). Because a minimum of 3 vessels must report catch in each statistical area before catch information can be made public, average CPUE in some statistical areas is calculated based on a subset of the years 1991 - 2006 (i.e., only those years where 3 vessels or more reported catch).
CPUE is in net pounds per standard 100-hook skate, with all conventional and snap gear effort pooled. (In the IPHC assessment a simple coastwide average of conventional and snap gear CPUE is used.) Where there are fewer than 15 sets in the data for a statistical area, no CPUE is calculated. Also, CPUE is calculated from commercial fishing logbooks, so where logbook information is missing, no CPUE is calculated.
Purpose:
The purpose of the data is to display complete, up-to-date information on commercial Halibut fishing activities along the coast of British Columbia for the BCMCA Atlas and Marxan analyses.
The British Columbia Marine Conservation Analysis (BCMCA) is a collaborative project assembling and analyzing spatial information about Canada's Pacific Ocean. The overall goal of the BCMCA is to identify marine areas of high conservation value and marine areas important to human use. Results of the project are intended to inform and help advance marine planning initiatives in BC by providing collaborative, peer-reviewed scientific analyses based on the best ecological and human use spatial data at scales relevant to a BC coast-wide analysis.

The catch information is based on IPHC statistical areas (60nm). These areas often do not correspond to DFO subareas.
IPHC cannot supply information on any finer scale. The halibut resource is assessed as a coastwide spawning stock. Surveys are conducted for stock assessment in each of the IPHC major areas but because halibut undertake extensive spawning migrations annually, local production is not generated locally (most B.C. halibut spawn in the Gulf of Alaska and southeast Alaska; similarly many Washington and Oregon halibut probably spawn in B.C.)
Information is also available from our standardized stock assessment setline surveys on a station by station basis. This is the only high-resolution spatial data that is available. It is distributed in file format as well as a hard copy.

A select query was performed to select only those records from 1991 - 2010. These records were grouped by management area and the sum of the weights and the average of the CPUE were calculated (sum_landed_avg_CPUE_1991_2010) for each management area.
Data from before 1991 was dropped as it was before the ITQ period of the fishery. Data from 2007 was dropped because most areas had no catch data reported for 2007. The decisions to drop these years were made by Neil Davis (BCMCA Human Use Data Coordinator) in conjunction with Carrie Robb (BCMCA Data Manager) Feb. 27, 2009.
