Abstract:
Roe Herring catch by Seine (aggregated for 1989 to 2008) was prepared with data provided by the Conservation Biology Section, Pacific Biological Station (PBS). The dataset has been modified to meet the sensitive nature of the data as per the Access to Information Act20(1)(b,c); which specifies that Fisheries and Oceans Canada will not disclose to a third party confidential information that may prejudice the competitive position of the fisher, in which fishing location has been identified as one of the entities to be protected.
Purpose:
The purpose of the data is to display complete, up-to-date information on commercial Roe Herring by Seine net fishing activities along the coast of British Columbia for the BCMCA Atlas and Marxan analyses. This dataset developed with the financial assistance of the British Columbia Marine Conservation Analysis (BCMCA). Data presented as 2 km x 2 km planning units for MARXAN analysis.
The British Columbia Marine Conservation Analysis (BCMCA) is a collaborative project assembling and analyzing spatial information about Canada's Pacific Ocean. The overall goal of the BCMCA is to identify marine areas of high conservation value and marine areas important to human use. Results of the project are intended to inform and help advance marine planning initiatives in BC by providing collaborative, peer-reviewed scientific analyses based on the best ecological and human use spatial data at scales relevant to a BC coast-wide analysis.

DFO applied the 3 party rule to roe catch point data for 1989-1997 (pre-pool roe fishery). DFO assumed with the roe catch point data for 1998-2008 (pool fishery) that more than 3 licenses were fishing per pool since they have incomplete licence information. The units for the roe catch is metric tonnes.

There is no effort data for roe herring. Roe herring fisheries is a pooled fishery and records are not kept as to how many boats fished. The allocation of effort is a decision made by the pools in terms of who and how many fish the pool quota. This is different than where licences are stacked onto one vessel. For example a group of licences (10) get together to pool their quota (~300 tons). If the first boat catches the entire pooled quota in one set, that's the end of the pool's quota, therefore that pool is finished fishing. What was provided for roe herring is quite different from the other fishery files.

Obtain all fishery notices and gather opening information at the regional and gear type levels. Create an Excel spreadsheet with all openings listed by year, gear type, local area (Central Coast, Prince Rupert, Queen Charlotte Islands, West Coast Vancouver Island and Strait of Georgia) list all sub-areas and portions of subareas with a description of the locations. Review the excel spreadsheet, refer to Mapster for locations of named points and bays to establish land locations in descriptions. For all openings that lacked any description of the portions of subareas, the RMS for all years were used to obtain better locational descriptions (not all years were available). Using the Statistical Area Version 3 of the BC watershed atlas coastline in ArcGIS 9.2, a new shapefile for the subareas covering the HOA were developed. New line files were created to split the polygons as needed for the HOA for each of the regions. When the HOA was determined the subareas were merged to create the HOA polygon with the unique keycode from the spreadsheet as the identifier. The process for shapefile creation was repeated for the CHS coastline. The shapefiles were compared to confirm they contain the same polygons and labels.
Openings were defined by their position within the statistical sub areas developed by DFO.
There were 160 different polygons over all years. There were 60 portion sub areas requiring the contractor to search for the definitions amongst the fishery notices. Openings were merged as a single polygon. That is if there are 3 subareas and 2 portions of areas these became 1 polygon for the opening with a single ID.

The individual datasets for Salmon (Chinook, Chum, Coho, Pink, Sockeye), Dungeness Crab, Geoduck, Green Sea Urchin, Groundfish Trawl, Halibut, Herring Roe, Humpback Shrimp, Krill, Pink Shrimp, Prawn, Red Sea Urchin, Sablefish (longline and trap), Sardines, Schedule II, Sea Cucumber, Sidestripe Shrimp and Rockfish Hook and Line were processed following a defined set of parameters and then combined together to provide a per planning unit catch for each individual fishery.
Processing Steps for data are as follows: 1. Have a clean PU file with only the Unit_ID 2. Make sure projection is in NAD 83 Environment Albers 3. Union the PU file with the fishery 4. Remove any polygons outside the study area 5. Add New_Area field + calculate the area in square meters 6. Determine Frequency (Toolbox>Analysis>Stats>Frequency) where the input is the unioned shapefile, the frequency file is FID_commer and the summary field is New_Area 7. Join the Frequency table to the Union Output (FID_commer to FID_commer) 8. Export joined file with new name (use _v2 at the end) 9. Add new field (Catch_PU) as a Double 10. Calculate the Catch per PU: Catch x New_Area / New_Area1 11. Open up the dbf in Excel and save as .xlsx. 12. Insert Pivot Table, Select Unit_ID as the row label and Catch_PU as the ? values. Then select all values for Catch_PU and copy and paste special (values) into new excel worksheet. 13. In Excel, generate full commercial fisheries table by selecting the values from the individual excel worksheets, providing the proper coding, and ensuring the numbers are correct. 14. Save completed fisheries database in Excel as .xlsx, Open the table in Microsoft Access, and re-save as a .dbase IV 15. Open the new .dbf in ArcInfo and join the commercial fisheries table to a clean PU file
