Abstract:

These data were digitized from the Pacific Pilotage Regulations dated February 26, 2011 and show areas within the Canadian Pacific EEZ where ships transiting to and from Canadian ports are required to carry a certified pilot. Data extend inland to cover all relevant inlets and have not been clipped to a particular coastline.

Purpose:

The purpose of the data is to display complete, up-to-date information on compulsory pilotage areas along the coast of British Columbia for the BCMCA Atlas and Marxan analyses.
The British Columbia Marine Conservation Analysis (BCMCA) is a collaborative project assembling and analyzing spatial information about Canada's Pacific Ocean. The overall goal of the BCMCA is to identify marine areas of high conservation value and marine areas important to human use. Results of the project are intended to inform and help advance marine planning initiatives in BC by providing collaborative, peer-reviewed scientific analyses based on the best ecological and human use spatial data at scales relevant to a BC coast-wide analysis.

According to the 2011 Pacific Pilotage Regulations, compulsory pilotage areas pertain to all ships over 350 gross tons that are not pleasure boats and all pleasure boats over 500 gross tons, with the exception of Canadian government vessels, ferries, and US government vessels under 10,000 gross tons. If a ship is part of an arrangement of ships, the combined tonnage of all ships is considered when determining whether compulsory pilotage requirements apply.

Point coordinates describing the boundaries of the compulsory pilotage areas were extracted from the regulations PDF into a spreadsheet. The points were plotted to a new shapefile. A blank shapefile was then created and then polygons were created by snapping to the boundary points and extending the areas inland to ensure that all relevant inlets were included in the pilotage areas. During this process, an erroneous coordinate was corrected in area 5, off the west coast of Haida Gwaii (52 31 24, -133 4 36 was changed to 53 31 24, -133 4 36).
