Abstract:
The Towboat reserves were put in place at the request of the Council of Marine Carriers (CMC) to protect harbours along the BC Coast to ensure harbours of refuge (temporary shelter during inclement weather or when waiting for favorable tides) remained available for commercial marine traffic - eg. tugs towing booms and barges up and down the coast. These harbours needed to be of adequate size, be located along commercial navigation routes and provide adequate shelter to accommodate the tug and the load being towed. Certain harbours were identified as critical harbours because they meet the size, location and shelter criteria required. To ensure the harbour remains available as a harbour refuge, shoreline development is restrained and commercial traffic is provided priority anchorage. The towboat reserves do not appear on Marine Charts. Some reserves include some shoreline development such as jetties and wharfs. Reserve use is variable with some sites being used only occasionally but all sites are important to maintaining safe navigation and ensuring adequate refuge for commercial marine traffic.
Towboat reserves are commonly used by tug and barge traffic under the direction of the Council of Marine Carriers (CMC). All reserves mapped continue to be used although sites in remote regions are used only intermittently. CMC has advised that all existing towboat reserves are required to maintain adequate safe harbours for current levels of commercial marine traffic (2006).
Purpose:
The purpose of the data is to display complete, up-to-date information on Tow Boat Reserves along the coast of British Columbia for the BCMCA Atlas and Marxan analyses.
The British Columbia Marine Conservation Analysis (BCMCA) is a collaborative project assembling and analyzing spatial information about Canada's Pacific Ocean. The overall goal of the BCMCA is to identify marine areas of high conservation value and marine areas important to human use. Results of the project are intended to inform and help advance marine planning initiatives in BC by providing collaborative, peer-reviewed scientific analyses based on the best ecological and human use spatial data at scales relevant to a BC coast-wide analysis.

The towboat reserves dataset was prepared for the Navigable Waters Protection Division (NWPD), Marine Branch, Transport Canada, Pacific Region. NWPD conducts a review on all proposed works on, in, over and around navigable waterways for Pacific Region. The primary goal of these reviews is to ensure safe navigation is maintained on all navigable waterways. The towboat reserve data provides basic location information that is considered by NWPD during their navigational reviews to ensure areas of refuge remain available to commercial marine traffic. Although the towboat reserves provide safe anchorage for commercial marine traffic, some sites include in-water and shoreline structures. Such structures are approved with conditions/suggestions ensuring safe anchorage is maintained.

Source data used was paper maps dated 1966. Maps included written dimensional measurements. Dataset was created by determining position of a mapped land feature using NRCAN Topographic raster data and positions were determined in geographical coordinates. Distance and bearings were measured in keeping with the dimension measurements identified on the source maps.
The Council of Marine Carriers (CMC) was consulted and the status of the site is defined in keeping with the status provided by CMC. The records were cross referenced with Tenure information provided by Land and Water BC. The status of the tenure is listed in the attribute tables.
List of discrepancies and forfeited sites: The current CMC list shows a site at Paul Island but no positional or dimensional data was provided. This site is not included in the dataset. Reserve No. 6, Part 2 in Bargin Bay. Site was forfeited in 1973. Reserve No. 10, Part 1 in Blind Bay. Site has been removed from reserve status. Reserve No. 16, Part 1 in Refuge Cove. Site no longer required as a reserve. Reserve No. 31 in Northumberland Channel fronting Gabriola Island. Site is no longer required and has been cancelled by CMC. Reserve 37 in Gowland Harbour fronting Gowland Island. Reserve cancelled Feb. 1967.

Completeness_Report:
The needs for commercial marine traffic change over time as the British Columbia economy and navigational and recreational use changes. The dataset is updated as new information becomes available.
Some towboat reserves have been forfeited due to public pressure from upland land owners. Since the status of current towboat reserves was not available for all sites, the dataset was developed based on original 1966 information and the best possible status information for each specific site is listed in the attribute tables.

The dimensions of the towboat reserve are accurate to =/- 20m at 1:50 000. The position of the reserve incorporates an error of +/- 300m.

Process_Description:
The polygons represent the towboat reserve areas. This data was developed from paper maps prepared by David H Burnett & Associates, 1966. The paper maps could not be digitized. The data was developed based on geographical features (headlands, rivers, islands), legal site information (district, group and lot numbers) and site measurements noted on the maps. Basemap data used to research the site location included marine charts (Canadian Hydrographic Services - CHS) and 1:50 000 topographic maps (Natural Resources Canada - NRCAN).
Reserve status information was provided by Land Water BC (LWBC). The LWBC data was cross-referenced with the Council of Marine Carriers list of sites to determine if a valid tenure applied to the towboat reserves. Most reserve sites included some form of tenure. Eg. General industrial reserve, map reserve, provincial marine park, general commercial reserve, environmental conservation and protection or Order In Council status where the site maintained some historical approved status as a towboat reserve.
