This data represents the location of marinas and other facilities where power and sail boats can dock in coastal British Columbia. Included in this data are all marinas, coastal fuelling locations for pleasure boats, public wharves and small craft harbours, yacht clubs, fishing lodges and coastal ecotourism lodges with docks.
Purpose:
The purpose of the data is to portray complete, up-to-date information on marinas and other boating facilities along the coast of British Columbia for use in the BCMCA Atlas and Marxan analyses.

The British Columbia Marine Conservation Analysis (BCMCA) is a collaborative project assembling and analyzing spatial information about Canada's Pacific Ocean. The overall goal of the BCMCA is to identify marine areas of high conservation value and marine areas important to human use. Results of the project are intended to inform and help advance marine planning initiatives in BC by providing collaborative, peer-reviewed scientific analyses based on the best ecological and human use spatial data at scales relevant to a BC coast-wide analysis.
Supplemental_Information:
Structure of the attribute database is generally based on the BC Government CRIMS source data, with additions from Parks Canada source data. Most attributes are not populated with content, or the content is out-of-date, with the exception of the facility name, facility type, geographic location and contact information.

Docks comprise sometimes fairly complex linear features which have been abstracted as points for this dataset. When specifying the position of marinas three conventions are commonly used:
- Vassilopoulos in Dock and Destinations places a point to seaward to be used as a navigational target by boaters.
- Province of BC data sources and the BCMCA tended to place a point in the 'centre of mass' of complexes of wharfs and floats.
- Parks Canada placed marinas at the heads of wharfs or approaches to those wharfs. These points tend to be clearly defined in charts and orthophotos and are fixed while the arrangement of floats can vary. Moreover, this convention fits the points in well with other features in the GIS such as shorelines and roads. Note, however, that anyone trying to navigate a vessel to these points would finish up ashore. These points are not designed to be navigational waypoints.

Finally, in some instances associated facilities such as fuel floats have been marked by a separate dot from a marina or public dock depending on ownership and the manner the data source. In other instances no separate point was used to depict marine fuel locations. Treatment of these associated facilities is not consistent.

Several organizations -- private and public -- have created a list of marinas, but none of them were more than 70% complete -- most much less than that. Only the privately created databases such a Pacific Yachting Boaters Blue Book and PacWest Cruising Guide were current -- if not comprehensive -- and neither of them offered coordinates. Moreover, those that did offer coordinates were not at all precise and some had numerous glaring errors in positioning. In polling various federal and provincial organizations no one had a complete and up-to-date layer. All organizations inquired about obtaining a copy of this layer when it was complete. A list of marinas was compiled from some dozen sources. Where available, geographic coordinates were added to create the first iteration of the marinas layer. From that point orthophotos, nautical charts and topographic maps were used to adjust coordinates where necessary and position those many marinas for which no geographic coordinates were available. Further research was necessary to identify marinas which did not appear in the existing lists, new marinas, marinas which had changed ownership, or in some cases had been closed or even destroyed.
Sources included: Pacific Yachting Boaters Blue Book; PacWest Cruising Guide; Docks and Destinations by Peter Vassilopoulos; the marinas layer from the BC Government CRIMS; Sailing Directions British Columbia, 2005 Edition from CHS; marinas launch ramps and pump-outs layers from Washington State Parks and Washington State Inter Agency Committee for Outdoor Recreation (IAC) ; Google Earth for facilities first identified in imagery; online yellow pages; and others. In 2006/2007 attributes were attached from those sources which provided them. Many of the sources listed marinas without descriptions of the facilities available at each. Considerable cross-referencing and follow up was required to reconcile the information from the disparate sources. Even so, there are undoubtedly errors.
Finally, the metadata created for each of the source lists has been pasted together here. The layers later obtained from Washington State Parks and the IAC were used to position 101 to that point un-positioned marinas described in the Boaters Blue Book and the PacWest Sailing Guide. Beyond that, numerous additional marinas and pump- outs were added from those layers -- often with their positions refined using USGS DOQQs. That being said the facilities in Washington State were too numerous to deal with on a first pass. The priority on this pass was to ensure that all those bordering the proposed NMCA -- those in the San Juans and on the Olympic Peninsula -- were captured. Note that Washington State Parks is currently (2008) updating their marinas, ramps and pump-outs layers.

Magazine scanned using Adobe PDF OCR and then pasted by columns into Word document 'Pacific Yachting Boaters Blue Book - Marinas.doc'. Text then edited and parsed in TextPad to tab-delimited file 'Marinas tab.txt for import into Excel. Single column of attributes then processed via VBA script and data filtering to row-based spreadsheet suitable for import into geodatabase.
Note that OCR was far from perfect and, while numerous corrections have been made by hand, errors in fields such as phone numbers and addresses not amenable to spell checking may still contain errors.

Marinas-PacWest.xls: ____________________
Merging of list of 282 marinas as listed in PacWest Marinas Regions 4 - 17.xls and 250 in Marinas.xls (which was started with the list of marinas in Pacific Yachting Boaters Blue Pages Web.xls.)
Owing to considerable overlap between the two lists there are a total of 394 marinas.
This merged list used to expand Marinas.xls before it is imported into geodatabase. (6 April 2005)

LUCO Marinas ____________
Coverage of marinas and public wharfs merged from different provincial projects related to Oil Spill response for CRIMS. 603 marinas, public docks and businesses were compiled over six areas:
Queen Charlotte Islands;
North Coast;
Mid Coast;
Johnston Strait;
Northern Strait of Georgia; and
Southern Strait of Georgia.

The southern Strait of Georgia section has not been updated since the original work in 1998. Attribution varied somewhat between areas and many attributes are entirely unpopulated - without even a name for the facility. Some areas show points only without even names. However, the accuracy of locations are commonly very good.
It was used to supplement the lists of facilities found in the Pacific Yachting Boaters Blue Book and PacWest Marina Guide.

NDI_Marinas.mdb ______________
NDI staff compiled this list from trade publications. Many of the attributes are unpopulated and, because it was compiled from publications rather than charts or photos, some of the positions are way out.
It was used as a reference to check the marinas layer for completeness.

Transport Canada Facilities.shp ______________________________
Transport Canada facilities, Western Canada. Facility locations created from photocopied binder of site plans for each of 113 facilities.
Locations were then adjusted using orthophoto, CHS charts and/or TRIM.
Superfluous attributes from the original three tables dropped from this final version. All items containing geographic coordinates dropped because they no longer match the adjusted positions.
Geographic coordinates, name of location, province and site facilities were compiled in a spreadsheet from a collection of photocopied site plans and saved in a spreadsheet entitled, Facilities.xls.
Photocopied site plans were generally of quite poor quality and the geographic coordinates were not always entirely legible. Because of this there may be some errors in positioning.
Each site plan was scanned into a TIFF which is can be accessed from the shapefile through a hot link field.
Three spreadsheets (Ports.xls; divestited ports contact list.xls; and LOCNCODErev#11.XLS) were edited and then joined to facilities to give, respectively, the:
- type of facility: Regional/Local Port or Remote Port
- name of the organisation to whom the facility was divested
- contact name with that organisation
- their telephone number
- the fiscal year in which facility was divested

Tracking the change in each facilities status is problematic. Divestment began in fiscal year 1998/1999 and is expected to continue beyond 2006. Moreover, the facilities at a site are not always divested as a whole. Multiple facilities at a given site have sometimes been split up. In such cases a single point in a shapefile is insufficient to record the change in status of the separate facilities. In some cases Transport Canada facilities are actually attached to Coast Guard facilities.
For the moment, addressing such complexity remains beyond the scope of this initial effort.
The orthophotos, CHS charts and TRIM used to adjust positions of sites were obtained or accessed in the following ways:

- Deer Group 1998 orthophoto via Parks Canada spatial data warehouse
- Gulf Islands 2002 orthophoto via Parks Canada spatial data warehouse

Small Craft Harbours. 118 current and former DFO/Coast Guard/Small Craft Harbours. Locations have been adjusted using orthophotos, CHS charts, and/or TRIM. Superfluous attributes from the original three data sources have been dropped from this final version.
Note that there were instances of different phone number in the pamphlet Guide to Federal Small Craft Harbours, 2004 and those given on the HAABC web site. Those on the HAABC web site were presumed to be current. For many of the sites facilities attributes have been added from HAABC web site.
Of the 118 current and former DFO/Coast Guard/Small Craft Harbours, 110 created from site plans found on a CD which was created for 2006 AGM Conference of HAABC.

This dataset contains geographic point data for large boat moorage facilities determined to be open to the public in Washington State. This information is based on a comprehensive field inventory of large boat facilities conducted by the Washington State Interagency Committee For Outdoor Recreation in 2000. The dataset contains geographic and descriptive information for 344 moorage facilities around the state.

The dataset is an extract from the Navigable Waters Database System (NWDS) managed by Navigable Waters Protection Division (NWPD), Marine Safety, Transport Canada, Pacific Region. The work of NWPD is to review all proposed and unapproved existing works (structures) in, on, over, under or around navigable waterways in Pacific Region (British Columbia) according to the Navigable Waters Protection Act (NWPA). The structures reviewed include all works from minor works such as private docks and shoreline erosion protection work to bridges, dams, causeways and other major works. The purpose of NWDS is to manage the file information for navigational reviews conducted by NWPD. NWDS includes data about the works such as date of application, date of approval, Proponent data, work description, site and project history, position, primary waterway, etc. To ensure all information protected by privacy legislation is not disclosed, these data extracted from NWDS includes only work location (position) data in lat and long, primary waterway, type of work and work description. Data pertaining to the proponent has not been included.
NWDS includes many records with incorrect positions or where positional data is absent. The records included in this dataset includes only records with positions that fall within the British Columbia area. All records with no positional data or positional data outside of the British Columbia area have not been included.

- removed data from outside of Canada (Puget Sound). - deleted fields noted as copyright restricted (Hazards, Services). - deleted select points not related to marine tourism (float home, private dock, sea cadets, rowing club, Navy fuel) or where moorage is temporary (customs, industry). - removed ferry docks and retained as separate layer. - updated the facility_t field according to the following protocol: -- Capture the primary function of the facility - a marina may offer some accommodation, but should be coded as a marina, not resort. A resort may offer other activities besides fishing, but if it's prime function is fishing, it is coded "fishing resort". Fishing resorts built on water are coded floating. Some change location a couple of times a year, others are permanently moored in 1 location - presumably they would be tenured unless built on private land. Facilities which offer activities other than fishing as their prime function were coded resort. There are also public docks that function as marinas - some may be operated by Transport Canada but others by local harbour societies.
Note that as other process steps were undertaken, some facility types were renamed to closed (facilities which operated at one time but were no longer in business). These are not displayed in the map but retained to allow for cross-reference with other datasets.

Conducted a site-by-site review using Google Earth Web mapping links from the sites marinas.com and the Harbour Authority Association of BC website. Each marina and harbour authority had a link to a Google Earth location. Additionally, each facility often had a link to it's own website. Only the location, facility name, contact information attributes and facility type attributes were updated using these sources. In the case of yacht clubs, both the home location and outstations were mapped; often the outstations were identified through review of the yacht club website.

Parks Canada incorporated data from 603 marinas, public docks and businesses were compiled by the Province of BC - Coastal Resource Information Management System (1992-2001): Data were created through a variety of projects to identify important use areas in the event of an oil spill and for marine planning.
Projects combined to create this CRIMS dataset include:
- Southern Georgia Strait Oil Spill Response Information System (OSRIS) (1994, 1:40,000 scale, prepared by LGL Ltd.)
- Northern Georgia Strait OSRIS (1995, 1:40,000 scale, prepared by LGL Ltd.)
- Johnstone Strait OSRIS (1996, 1:40,000 scale, prepared by Clover Point Cartographics Ltd.)
- Central Coast OSRIS (1996, 1:40,000 scale, prepared by Clover Point Cartographics Ltd.)
- West Coast Vancouver Island OSRIS (1996, 1:40,000 scale, prepared by LGL Ltd.)
- North Coast OSRIS (1998, 1:40,000 scale, prepared by Clover Point Cartographics Ltd.)
- QCI OSRIS (1998, 1:40,000 scale, prepared by Clover Point Cartographics Ltd.)

For each of these projects data sources include CHS Charts and other maps, mapbooks, private industry publications, focus groups, various published commonly-used directories or BC Ministry's or Municipality's published works. Some of BC Ministry projects incorporated into the OSRIS Atlas projects include:
- Coastal Tourism Resource Inventory (1991-1993, 1:250,000 scale, prepared by the ARA Consulting Group)
- Central Coast Tourism Resource Inventory (1995, 1:250,000 scale, prepared by Clover Point Cartographics Ltd.)
- Vancouver Island CORE (1994, 1:250,000 scale)
- Central Coast LRMP (1998, 1:250,000 scale, data collected by the Outdoor Recreation Council)

Attribution varied somewhat between areas and many attributes are entirely unpopulated - without even a name for the facility. Some areas show points only without even names. However, the accuracy of locations are commonly very good.
It was used to supplement the lists of facilities found in the Pacific Yachting Boaters Blue Book and PacWest Marina Guide.

Where there were instances of different phone number in the pamphlet Guide to Federal Small Craft Harbours, 2004 and those given on the HAABC web site, those on the HAABC web site were presumed to be current. For many of the sites facilities attributes have been added from HAABC web site.
Of the 118 current and former DFO/Coast Guard/Small Craft Harbours, 110 created from site plans found on a CD which was created for 2006 AGM Conference of HAABC. Five more facilities added from an older shapefile SC_Harbours_pt.shp (Gilford Island, Hope Bay, Northwest Bay, Oak Bay (Turkey Head) Breakwater, and Schooner Cover Breakwater). Three more facilities added from Dana Chin's spreadsheet SCH_coordinates.xls (Denman Island, Mill Bay, and West Bay, Gambier Island).

Transport Canada facilities, Western Canada. Facility locations created from photocopied binder of site plans for each of 113 facilities operated and/or divested by Transport Canada. Locations were then adjusted using orthophoto, CHS charts and/or TRIM. Photocopied site plans were generally of quite poor quality and the geographic coordinates were not always entirely legible. Because of this there may be some errors in positioning. Tracking the change in each facilities status is problematic. Divestment began in fiscal year 1998/1999 and is expected to continue beyond 2006. Moreover, the facilities at a site are not always divested as a whole. Multiple facilities at a given site have sometimes been split up. In such cases a single point in a shapefile is insufficient to record the change in status of the separate facilities. In some cases Transport Canada facilities are actually attached to Coast Guard facilities.
